UBI–EUBI–UOR: a bridge for crossing the AI era without leaving anyone behind.

We do not know whether artificial intelligence and robots will replace a large share of human work in a few years or over many decades. But waiting until the problem becomes a crisis would be a dangerous choice.

We need to build in advance a bridge capable of preventing a chaotic transition — a kind of “Mad Max” scenario marked by unemployment, concentration of wealth, insecurity, and millions of people treated as economically disposable.

That bridge can be organized around the UBI–EUBI–UOR axis.

UBI — Universal Basic Income

Basic income should be a universal right of citizenship, received individually from birth. It should be permanent, unconditional, and never withdrawable.

No one would need to prove poverty, employability, productivity, good behavior, or educational performance in order to keep that right. Because its implementation will be universal and definitive, it may need to begin at a modest level, rising as automated productivity and the real capacity of the economy grow.

EUBI — Educational Universal Basic Income

UBI secures the floor. EUBI offers paths of growth.

Those who take serious part in activities of learning, research, creation, care, professional practice, or community contribution may receive additional and differentiated remuneration.

EUBI should stimulate effort, progress, discipline, and excellence. But there is a boundary that must never be crossed: success or failure at this stage will never withdraw UBI.

Excellence deserves additional recognition; dignity does not depend on excellence.

EUBI will not be merely a set of courses. It will be a permanent educational system in which people are paid to learn, practice, develop projects, and expand their capabilities throughout life.

UOR — Universal Operational Readiness

EUBI and UOR will form a continuum. EUBI will provide the means; UOR will represent the growth of the capacity to understand, decide, create, cooperate, and act.

UOR should not be a score used to monitor or exclude. Low readiness should trigger more support, never the loss of rights.

Even in a society of abundance, we should not replace compulsory work with a permanent obligation to perform. Leisure, travel, companionship, contemplation, and rest are legitimate parts of a good life.

The aim is to combine generous free time with always-open opportunities for learning, creation, and participation.

The post-work future, if it comes, should not be post-learning, post-purpose, or post-human agency. And even if traditional employment does not disappear, the axis will remain valuable for facing career changes, crises, and inequalities.

The core idea can be summarized as follows:

UBI is the right that is never lost.
EUBI is the demanding opportunity that can always be taken up again.
UOR is the horizon of a humanity that does not surrender its agency to machines.
